Pressure or resistance might be noted when removing contents from an envelope or parcel. Suspicious packages or articles might make a buzzing or ticking noise or sloshing sound. Suspicious packages or articles might have an irregular shape, soft spots or bulges. Suspicious packages or articles might be unprofessionally wrapped with several combinations of tape used to secure the package and might be endorsed "Fragile-Handle With Care" or "Rush-Do Not Delay.". Letter bombs might feel rigid or appear uneven or lopsided. Suspicious packages or articles might have an excessive amount of postage. Suspicious packages or articles might have protruding wires, aluminum foil or oil stains visible, and might emit a peculiar odor. Suspicious packages or articles might reflect distorted handwriting or the name and address might be prepared with homemade labels or cut-and-paste lettering. The addressee's name and/ title might be inaccurate. Suspicious packages might bear restricted endorsements such as "personal" or "private." This is important when the addressee does not normally receive personal mail at the office. To apply these factors, it is important to know the type of mail normally received by your department. However, suspicious packages have exhibited some unique characteristics which might assist you (please refer to the poster attached to this document for examples). Keep in mind that an explosive, or other dangerous material (razorblades, anthrax) can be enclosed in either a parcel or an envelope, and its outward appearance is limited only by the imagination of the sender. Motives for bombings often are revenge, extortion, terrorism, business disputes or political/sociological change. What can you do to help prevent an incident? First, consider whether you or your organization could be a target. Unfortunately, the possibility does exist, and they can result in death, injury and/or destruction of property. This is important because the suspect could still be in the area.The likelihood of receiving a life-threatening package is remote. When emergency personnel arrive, be prepared to answer questions about who was around you when you noticed the package. Stay in a separate area from others as the package may contain chemical, biological or radiological materials that could be spread. Wash your hands thoroughly with soap and warm water if you handled the package in any way. If the package is ticking, vibrating or has an odor, evacuate the area immediately. This will prevent whatever is in the package from spreading. 
If the package is small, try to cover it with a trash can but make sure the trash can is not touching the package. It is best to just leave it where you found it. If you are in a building, tell a security officer or building management.ĭo not use a cell phone or two-way radio to call authorities because they can act as a bomb detonator. Items could also be in your mail, giving you a cause for concern if you are not expecting a delivery.
